Housed by the War Memorial Complex and framed by San Francisco City Hall, the Memorial Court is a tranquil site in the middle of San Francisco's bustling Civic Center district, located where Fulton and Franklin Streets meet. Landscape architect Thomas D. Church's original 1920's vision called for a memorial to Veterans on the site, which has been made sacred by the interment of consecrated soils from battlefields throughout the world where brave Americans fought and died.

In 2010, the San Francisco Arts Commission, under the direction of the San Francisco Veterans Memorial Steering Committee, conducted a national design competition that yielded three finalist design teams.
